The Quality Assurance Unit (Gugus Penjaminan Mutu/GPM) of the Faculty of Medicine, Universitas Jember, is a unit responsible for coordinating, controlling, and enhancing the quality of the implementation of the university’s tridharma at the faculty level. GPM ensures that all processes of education, research, and community service are carried out in accordance with established quality standards, both internal university standards and national higher education standards.

In its implementation, GPM develops and manages quality assurance documents, conducts regular monitoring and evaluation (monev), and provides assistance in study program and institutional accreditation. In addition, GPM plays a key role in fostering a quality culture within the faculty through socialization, training, and capacity building of human resources. With a commitment to continuous improvement, GPM of the Faculty of Medicine, Universitas Jember, supports the development of high-quality and competitive graduates.

Legal Basis

Regulation of the Minister of Education, Culture, Research, and Technology (Permendikbudristek) No. 53 of 2023
on Higher Education Quality Assurance states that quality assurance is carried out through the following stages: the Establishment of Higher Education Standards; the Implementation of Higher Education Standards; the Evaluation of the fulfillment of Higher Education Standards; the Control of the implementation of Higher Education Standards; and the Improvement of Higher Education Standards—collectively referred to as the PPEPP cycle. Therefore, Universitas Jember (UNEJ) must establish the standards it aims to achieve and implement them through the PPEPP cycle. The standards set by UNEJ must at least refer to the Regulation of the Minister of Higher Education, Science, and Technology No. 39 of 2025 on Higher Education Quality Assurance. The National Higher Education Standards may be exceeded in alignment with UNEJ’s Vision, Mission, Goals, and Objectives (VMTS), and subsequently become the Higher Education Standards established by the university.

Government Regulation (PP) No. 19 of 2005 on National Education Standards, Article 91:

Every education unit, both formal and non-formal, is required to implement quality assurance in education.
The quality assurance referred to in paragraph (1) aims to meet or exceed the National Education Standards (SNP).
The quality assurance referred to in paragraph (1) is carried out in a gradual, systematic, and planned manner within a quality assurance program that has clear targets and timelines.

Law No. 12 of 2012 on Higher Education:

Article 1 (18): The National Higher Education Standards are a set of standards that include national education standards, as well as standards for research and community service.
Article 53: The higher education quality assurance system, as referred to in Article 51 paragraph (2), consists of:
An internal quality assurance system developed by the university;
An external quality assurance system conducted through accreditation.

Main Duties & Functions

Main Duty:
To coordinate, implement, monitor, and evaluate quality assurance activities at the study program and faculty levels.

Functions:

To develop plans and work programs for the Quality Assurance Unit (GPM);
To formulate quality standards and quality procedures for education at the study program and faculty levels;
To conduct monitoring and evaluation of the learning process within study programs;
To facilitate Internal Quality Audits conducted by LPMPP;
To evaluate the results of Internal Quality Audits for continuous improvement;
To conduct satisfaction surveys on educational services and partnership stakeholders;
To provide assistance in study program accreditation processes;
To prepare materials and evaluate cooperation in the field of educational quality assurance at the faculty level;
To carry out administrative functions of the Quality Assurance Unit (GPM).
