Agromedis – On Friday, September 9, 2023, at the 2nd-floor Auditorium of the Dean’s Building, Faculty of Medicine, University of Jember, the President Director of BPJS Kesehatan, Prof. dr. Ali Ghufron Mukti, M.Sc., Ph.D., AAK, delivered a guest lecture for lecturers and undergraduate medical students of the Faculty of Medicine, University of Jember. The event was officially opened by the Dean, dr. Ulfa Elfiah, M.Kes., Sp.BP-RE., Subsp.L.B.L.(K).

The guest lecture carried the theme “National Health Insurance and Primary Care Physicians.” As gatekeepers, primary care physicians serve as the first point of contact for patients within the BPJS system before they enter the broader healthcare service network. In this context, strengthening primary care services at first-level healthcare facilities becomes the foundation of the national health insurance system. These services are not limited to curative care but also include comprehensive promotive, preventive, curative, and rehabilitative approaches. The effectiveness of primary care depends on physicians who are technologically adaptive and competent in delivering healthcare services.

The healthcare service framework developed by the World Health Organization (WHO), known as the Six Building Blocks, includes Service Delivery, Health Workforce, Information, Medical Products, Vaccines and Technologies, Financing, and Leadership/Governance. Indonesia’s national health system shares similarities with this framework. However, there are distinct aspects, particularly in healthcare financing, which include revenue collection, risk pooling, and purchasing. These components aim to improve access to healthcare services, enhance quality, and ensure system safety by minimizing medical errors. Ultimately, this is expected to improve public health outcomes and provide optimal protection through affordable and high-quality health insurance.

Moderated by FK UNEJ lecturer dr. Arsyzilm Hakim, M.H., the event was highly engaging. Students showed great enthusiasm by actively listening and raising questions related to the presented material. It was also highlighted that BPJS Kesehatan has launched I-CARE JKN, a service platform provided by the government for the Indonesian public. In 2022, BPJS Kesehatan received recognition from the International Social Security Association (ISSA) by winning the ISSA Good Practice Award for Asia and the Pacific 2021 for its national health insurance program.

The event was also attended by the Vice Rector I of the University of Jember, Prof. Drs. Slamin, M.Comp.Sc., Ph.D., and Vice Rector II, Prof. Dr. drg. Sri Hernawati, M.Kes., who presented a token of appreciation to the speaker.
